You may lift and place in front of the water for your shot over it on Holes 16 and 18

If your ball lands in Bird Droppings  you may lift, clean and place. 

If you enter the Penalty areas on Hole 13 you may use the mat in the Drop area or you may use Lateral Relief [ 2 club lengths from where your ball first crossed into the Penalty area, not nearer the pin] or Stroke and Distance Relief [Playing again from where you originally played  the shot] - all for a penalty stroke.
